This procedure sequentially compiles the registration, permits and clearance to be fulfilled by the exporter of confectionery by road from Uzbekistan.

Licenses and preliminary registrations

Contract customs broker

The trader should address to customs broker for qualified customs brokerage services if s/he does not have a specialist on customs clearance. Customs brokers will assist the trader in the preparation and submission of a customs declaration.

Customs brokers can also provide services in drawing up a foreign trade contract, commercial documents, and waybills, in obtaining licenses and permits at any stage of the procedure if the trader requires such kind of services.

Registration of export contract

The trader must register a foreign trade contract in the Unified electronic information system of foreign trade operations (UEISFTO). For that, the trader creates an electronic copy of this contract in software programs (i.e. E-Kontrakt 2, or VED-Kontrakt) and sends this file to the UEISFTO through the Single portal of interactive state services (EPIGU).

Commercial banks, the Ministry of investment and foreign trade, State Tax Committee, State Customs Committee and other regulatory agencies use contract’s data to monitor foreign trade operations and exchange information between traders, customs, and tax bodies.

When exporting to the European Union market, a registration with the “Uzbekexpertiza” JSC allows self-certification of the origin of its goods by obtaining a REX number to be affixed on the proforma or invoice. The use of this REX number on the invoice acts as a Certificate of Origin.

Obtain certificate of origin

The exporter applies for certificate of origin to the “Uzbekexpertiza” JSC. A certificate of origin attests in which country the goods have been primarily obtained, produced, manufactured or processed.

Obtain insurance policy

Trader and/or his/her shipper or consignee can arrange an insurance policy to protect from losses, damage, thefts or shortage of goods during transportation, loading, unloading, warehousing and other operations with freight.

Operators wishing to export goods must arrange in advance the transportation of the goods with a transportation company.

Clearance

Clearance of confectionery by road

Traders must complete all the formalities necessary for the export of the goods by road including customs clearance with Customs and all other border regulatory agencies available at the border and pay associated costs.

Recover transportation costs for export of confectionary

Producers and exporters of confectionary may receive reimbursement of up to 50 per cent of road, railroad or air transport costs by submitting to the Export promotion agency an application and list of documents that certifies transport costs.
